中文摘要: 西藏自治区具有明显的生态环境脆弱和敏感性特征,在进行矿山建设开发时应始终坚持生态优先、保护优先的原则。通过分析西藏自治区矿山存在的生态环境问题,提出做好生态保护红线的合理划定,加强矿山生态环境管理工作,严格执行矿山环境影响评价制度,严格落实各项生态环境保护和恢复措施。优先选用“边采矿、边复垦”的工艺技术,鼓励矿山企业利用废矿坑作为废石场。严格管理废石堆场建设及生态恢复措施,做好表土保护工作。在矿山建设开发过程中尽可能减少对生态环境的影响。

Abstract:The Tibet autonomous region has obviously characterized by fragile and sensitive ecological environment, and the principle of “ecology protection first” should always be adhered to the mines. Based on the analysis of the ecological and environmental problems of mines in Tibet autonomous region, this paper proposed that the red line of ecological protection should be properly demarcated, the ecological and environmental management in mines should be strengthened, the mine environmental impact assessment report should be strictly implemented, and every environmental protection and restoration measures should be strictly implemented. The mining technology of reclamation while mining should be priority, and encouraged to use the waste pits as waste rock sites. Construction and ecological restoration measures of waste rock dump should be strictly managed, and the protection measures of surface soil should be done strictly. In the process of mine construction and production period, the impact on ecological environment should be minimized.
