      为系统分析尾矿库的危险因素,基于解释结构模型(ISM)方法的特点,结合事故致因理论,从人—物—环境—管理4个维度找出了19个导致尾矿库事故发生的危险因素,初步建立尾矿库危险因素的4级多层阶梯解释结构模型。为解决危险因素评估的模糊性和不确定性,减少人为因素的干扰,根据所建立的ISM模型,采用直觉三角模糊数(TIFNS)评估各危险因素的大小;分别计算直觉模糊权重和三角模糊权重,最后计算组合权重;确定正、负理想点,引入TOPSIS计算各因素的相对贴近度。结果表明,尾矿库危险因素4个维度的重要度从高到低依次为管理、人、物、环境,这为尾矿库的安全监管提供了重要依据,有效解决评估信息的模糊性和不确定性问题。

      Based on the characteristics of Interpretative Structure Model (ISM) method and combined with accident causation theory, 19 factors which affect the risk factors of tailings pond accident are found to analyze the influence factors of the risk factors of tailings pond accident from 4 dimensions that including human, machine, environment and management. The four-layer multi-hierarchical interpretative structure model is established in order to solve the fuzziness and uncertainty of risk factors and reduce the interference of human factors, according to the established ISM model, the magnitude of each risk factor is evaluated by using the intuitionistic triangular fuzzy number (TIFNS). The intuitionistic fuzzy weights and triangular fuzzy weights are calculated respectively, and the combination weights are calculated. The positive and negative ideal points are determined, and TOPSIS is introduced to calculate the relative closeness of each factor. The results show that the 4 dimensions of risk factors of tailings from high to low are management, material, environment, it provides an important basis for the safety supervision of the tailings pond, effectively solve the problems of ambiguity and uncertainty of evaluation information.
